AB 566 in California is Looking to Track Apprentices
- AB 566 applies to all persons, firms, or corporations performing construction on a school district site including, but not limited to, prime contractors and subcontractors specializing in electrical, mechanical, and plumbing
- As of January 1, 2016, at least 30 percent of the skilled journeypersons employed to perform work must be graduates of an apprenticeship program for the applicable occupation
- As of January 1, 2017, at least 40 percent of the skilled journeypersons employed to perform work must be graduates of an apprenticeship program for the applicable occupation
- As of January 1, 2018, at least 50 percent of the skilled journeypersons employed to perform work must be graduates of an apprenticeship program for the applicable occupation
- As of January 1, 2019, at least 60 percent of the skilled journeypersons employed to perform work perform work must be graduates of an apprenticeship program for the applicable occupation
- For an apprenticeable occupation in which no apprenticeship program had been approved by the chief before January 1, 1995, up to one-half of the graduation percentage requirements may be satisfied by skilled journeypersons who commenced working in the apprenticeable occupation before the chief’s approval of an apprenticeship program for that occupation
- Entities performing work must provide a monthly report demonstrating compliance by the entity and its subcontractors
- If this report is not provided, the governing board of the school distract will withhold payment
- Entities may also enter into project labor agreements to satisfy the reporting requirement
