What is the WH-347 form?

The WH-347 is the U.S. Department of Labor’s (USDOL) standard form for contractors to submit weekly certified payroll reports (CPRs) for projects under the Davis-Bacon and Related Acts (DBRA). While other formats may be accepted if they include all required information, the WH-347 remains the most widely used and recognized.

Why did the WH-347 form change?

In January 2025, the USDOL released a revised version of the WH-347 to make the form clearer and more user-friendly. The updated form retains most of the information required on the old version, but with a new layout and some important changes — including new fields, removed fields, and improved structure for key sections.

Here’s a breakdown of key changes:

  • A cleaner, table-style layout in the header rows.
  • Worker information split into specific fields, with new columns for Journeyworker, Registered Apprentice, and Worker Entry Number.
  • A more structured Statement of Compliance section.
  • A new field for the Wage Determination Number, identifying applicable wage determinations.
  • Removal of the Number of Withholding Exemptions column.

There are also new fields specifically covering fringes, these being:

  • Total Fringe Benefit Credit
  • Payment in Lieu of Fringe Benefits

Page 1 of the WH-347 has been redesigned to clearly capture all payroll-related data for the reporting week. This page includes contractor and project information, detailed worker classifications, hours worked, wages paid, fringe benefits, deductions, and net pay. 


What information goes in Rows 1–2?

Rows 1–2 collect contractor, project, and payroll period information, now presented in a clear, table format.

Provide Your:

  • Project’s name & Location
  • Project or Contract No.
  • Wage Determination No.
  • Certified Payroll No.
  • Week Ending Date
  • Prime or Sub Business Name & Address
  • Wage Determination No.

What’s different in Columns 1A–3?

Previously, worker information was grouped under Column 1. Now, it has been broken into multiple fields for more precise reporting.

Please Note:

  • The Number of Withholding Exemptions field has been removed.
  • New fields include checkboxes for Journeyworker, Registered Apprentice, and a Worker Entry Number.
    • A Worker Entry Number is an internal reference number assigned in order of appearance on the payroll, helping to distinguish each worker individually within the report.
      • When a worker works in more than one labor classification in a week, the same worker entru number should show for the associated worker.
  • The classification in Column 3 must reflect the actual work performed, not just the job title. It must also match the classifications on the project’s wage determination. If no classification applies, you must submit an SF-1444 Conformance Request.

What do I report in Columns 4–5?

Columns 4 and 5 document the employee’s hours worked.

  • In Column 5, enter the total hours worked for the week.
  • In Column 4, list the days of the week and their dates, then record daily work hours. The rows for straight time (S) and overtime (O) have switched places compared to the old form.

What is recorded in Columns 6–9?

These columns record employees’ pay, deductions, and net wages, with two new fields added in the revised form.

  • Total Fringe Benefit Credit: the total amount of fringe benefits earned for all hours worked that week.
  • Payment in Lieu of Fringe Benefits: cash payments made instead of providing benefits through approved plans or programs.
  • Column 8: record all deductions (taxes, insurance, etc.) and total them in the final box.
  • Column 9: subtract total deductions from gross wages to calculate net pay.

Page 2 of the WH-347 has been redesigned to make compliance easier to document. This page serves to confirm project information, certify that your payroll is accurate, and provide space for additional explanations if necessary.


What project details are required on Page 2?

Rows 1–2 mirrors much of the information included on Page 1 of the WH-347, with one notable addtion being the inclusion of the Certifying Official’s name and title. This field would collects the information of the person who signs and takes permission of the payroll data that’s being provided on the form.

What is the Statement of Compliance?

The updated Statement of Compliance has been expanded to include more specific attestations and an area for apprenticeship program details.

Remember to:

  • Accurately identify all registered apprentices and their classifications.
  • Check a box to indicate if you are registered with the U.S. DOL Office of Apprenticeship or a State Apprenticeship Agency.
  • Certify that all payroll information is complete and accurate.
  • Confirm that all records are properly maintained and available for inspection.
  • Verify that all workers are correctly classified and paid for the work performed.

What is the purpose of the Hourly Credit for Fringe Benefit Field?

This section provides visibility for the hourly fringe benefit program information provided by the contractor for the employees , such as health insurance, retirement contributions, or paid leave.

You’ll report: 

  • Benefits paid directly to workers or contributed to approved plans, funds, or programs. 
  • Any cash paid in lieu of benefits. 

What is the purpose of the Additional Remarks field?

The Additional Remarks section provides space to clarify unusual situations, explain changes, or note the reason for resubmitting a Certified Payroll Report (CPR).
