Most recently, HUD announced a revision to the Handbook 1344.1, Federal Labor Standards Requirements in Housing and Urban Development Programs. This revision represents a complete overhaul of the previous edition and new features have been added. One new feature is the Factors of Applicability, which discusses some of the differences in whether, and to
what extent, prevailing wage requirements are applicable under HUD programs. It also explains how the language should be interpreted for applicability purposes.
