Aliecia Taormina, CCEP, CCA

Aliecia Taormina has over 20 years of experience in the construction industry. Her previous roles include Payroll Manager, Business Manager, Compliance Officer, and Senior Compliance Manager for the corporate office of a Fortune 300 Prime Contractor. Aliecia is currently the Director of Client Education and Compliance for LCPtracker. Aliecia has extensive expertise in the various nuances of prevailing wage and Davis-Bacon compliance. She holds a Certified Compliance & Ethics Professional certification with the SCCE and a Contract Compliance Administrator certification from the ACCA.

Lois Goeser

Lois Goeser is the Account Services Assistant Manager for LCPtracker​, Inc and is incredibly experienced in Prevailing Wages, having previously worked for a Fortune 200 company.​ Lois is passionate about helping clients with setting up and utilizing LCPtracker for their workforce needs. ​She brings 17+ years of construction experience as a Business Manager, Payroll Manager, Business Analyst and Project Manager. Lois holds the certification as a Project Manager Professional (PMP).

Deborah Wilder

Deborah Wilder is the president of Contractor Compliance and Monitoring, Inc. and a practicing attorney for more than 40 years. Her expertise in prevailing wage makes her one of the most highly regarded experts in the field. She has represented Public Agencies as well as developers and contractors in the field of prevailing wages in more than 20 states and before local, state and federal jurisdictions.
As the author of three books and the presenter of scores of webinars and workshops, Deborah is thrilled to work with LCPtracker in presenting the California track for contractors and agencies in the LCPtracker Academy. Deborah has been a speaker at every single one of LCPtracker’s Ignite conferences.

Marisa Van Wie

Marisa Van Wie is the Owner and CEO of Naylor Construction Consulting, a woman-owned and operated firm that specializes in wage compliance. Marisa founded NCC in 2018 and has since secured contracts for over $2 Billion in public projects in Washington State. She heads a team that helps clients set up and manage their project’s specific compliance obligations. Likewise, she puts her expert-level knowledge to work to provide in-depth trainings on the intricate details at play for projects with multiple agreements. Whether a project is governed by a PLA, CWA, Public Works, or Davis-Bacon, her team has the experience to set it up for success.”

Wendy Ortman

Wendy Ortman is the Chief Operating Officer for Naylor Construction Consulting and part owner. Wendy has over 10 years of project management and operations experience, spanning multiple industries. NCC works with clients and stakeholders to navigate complex agreements that govern wage determinations and the nuances of working with projects bound by a PLA, CWA, Prevailing Wage, or a combination. Wendy works with a team at NCC that is responsible for the set up and management of certified payroll systems, review of certified payroll for wage compliance, and workforce reporting on over $2 Billion in public projects.


Lizette Rodriguez

Lizette Rodriguez

Lizette Rodriguez is the Director of Labor Relations and the Labor Relations Business Line Leader at Gafcon, Inc. She has extensive experience in all areas of contract compliance monitoring, auditing, and the enforcement of applicable rules and regulations for state and federally funded projects. She has been with Gafcon for more than 12 years working with contractors, subcontractors, and organized labor representatives in resolving challenging compliance issues.

Karissa Scott

Karissa Scott

Karissa Scott has 13 years of experience in the construction industry and is now the President of her own Labor Compliance Company, Public Works Consultant, LLC. As a motivated mom of two, she prides herself in giving other parents the opportunity to grow in their career while raising their kids at home. Her expertise and experience in the field has helped her tailor a team of professionals who aid clients through all steps of the prevailing wage process and has given the opportunity to rapidly expand across the country. With the prosperity and security of her clients in mind, Karissa aims to help contractors build for the next generation.


James Reed

James Reed is currently the Director of Labor and Compliance for McCarthy Building, Inc. James has over 23 years of experience in the construction industry performing duties in various previous roles such as Business Manager, Commercial Manager, Payroll Product Manager, and Compliance Manager for a Fortune 300 Prime Contractor. James has extensive experience with projects utilizing multiple prevailing wage programs including Davis-Bacon and multiple state agencies.

Lindsey Woolsey

Lindsey Woolsey has been at Caltrans Labor Compliance since 2012 where she worked as the Lead Labor Compliance Officer responsible for monitoring and enforcement on construction, service and A&E contracts. As the certified instructor for Headquarters Labor Compliance she developed and instructed more than 150 trainings and presentations on prevailing wage throughout the state to Caltrans staff, local agencies, and partners in the industry. In July 2020 she became the Branch Chief for Labor Compliance Administration, Regulations and Training Unit responsible for overseeing Caltrans LCPtracker for statewide use, in addition to issuing policies, procedures and guidance on federal and state prevailing wage requirements. She is currently the Labor Compliance Program Chief(A) for Caltrans responsible for the administration of their DIR Approved Labor Compliance Program and its regulatory requirements.


April Medlin

April Medlin is the Project Accountant Manager for Balfour Beatty’s California division. With her 17 years of experience in the construction industry, in 2016 she spearheaded the integration of LCPtracker as an integral part of the organization’s labor compliance program. As ENR California’s #1 Education Builder, the talented Balfour Beatty staff of 13 Project Accountants handle both the accounting and labor compliance for the public works projects this General Contractor builds. In addition, April has a keen understanding of streamlining processes while utilizing software and training to mitigate risk and improve productivity. A former special education teacher, her experience allows her to design and implement valuable training materials and to communicate the information to reach different learning styles effectively.

Laura Cataldo

Laura works with real estate and construction firms of all sizes to evaluate business practices and assist with management challenges. Having worked in the real estate and construction industry for almost 25 years, Laura offers a depth of experience working with management teams to improve profitability and succeed in the changing marketplace. In addition, Laura specializes in helping clients navigate the complexities of the Inflation Reduction Act of 2022 (IRA) and the prevailing wage and apprenticeship requirements of the Act. She helps clients maximize potential tax credits for clean energy projects.


Jorge Delgadillo

Jorge started with the Laborer Commissioner’s Office in 1999 in the wage adjudication unit until he was transferred to the public works unit in 2004. In 2021, he was promoted as a Deputy Labor Commissioner 1, and he currently works out of the Labor commissioner’s office in Sacramento. Jorge thrives on the challenges of each of his case assignments, and he loves working with people and assisting them in obtaining the correct information.
